96% of UK Charities Are Now Rationing Services. Here’s Where the Money Is Actually Going

Nine in ten charities have introduced restrictions on their own services this year. New research interviewing senior leaders at 100 charities holding more than £5 billion in investments found the figure closer to 96%, a scale of rationing that would have been unthinkable in the sector a few years ago.

It is tempting to read that as purely a funding story, donations down, grants harder to win. But the sharper driver is cost. Energy bills are up around 80%, staffing costs have risen roughly 12%, and general inflation sits between 15 and 20% depending on the charity’s cost base. Income has not kept pace with any of it.

Where the Squeeze Actually Lands

When costs rise this fast, the instinct is to cut the most visible discretionary spending first. But for many charities, the bigger, quieter drain is operational: the accounts payable process itself. Manual invoice handling, duplicate supplier payments, and slow approval chains all cost real money, they simply do not appear as a single line item anyone notices.

That is exactly the kind of cost that survives a budget review untouched, because nobody is looking at it as spend to be controlled. It looks like overhead, not waste.

Why This Is the Wrong Moment to Guess

Charities operating on restricted funds cannot afford to be approximate about where money is going. Every pound spent on inefficient processing is a pound not reaching the service restrictions this research points to. Regulators are also publishing tighter guidelines on grant-making as the sector’s financial squeeze continues, which raises the bar for demonstrating exactly how funds are used, not just that they eventually were.

For a sector already restricting services nine times out of ten, that combination, rising costs and tighter scrutiny, leaves very little margin for processes that quietly waste money without anyone noticing.

Making Every Pound Traceable

The charities weathering this squeeze best are not necessarily the ones with the biggest reserves. They are the ones who know, in detail, exactly what it costs them to process a single invoice, and who have already removed the duplicate payments, manual re-keying, and slow approvals that quietly inflate that cost.

In a year when 96% of the sector is already rationing services, that level of control over operational cost is not a nice-to-have. It is what keeps more of every pound going where it is actually needed.
