What the NICs Grant Delay Means for School Finance in 2025

The Department for Education’s recent release of the National Insurance Contributions (NICs) grant methodology for April 2025 to March 2026 highlights a critical issue for school and trust leaders: the growing complexity of cash flow management in the face of rising employment costs.

While the grant itself is welcome support in principle, intended to help schools meet increased NICs liabilities from April 2025, the reality is that the money won’t land in school accounts until October. That six-month delay is more than a technicality. For many schools and multi-academy trusts (MATs), it poses a genuine financial challenge at a time when margins are already tight. It’s since become clear that timing isn’t the only issue. Many schools are also discovering that the grant may not fully cover the costs it’s designed to offset. Early reports suggest funding shortfalls of between 10% and 35%, depending on the size, structure, and staffing profile of each school or trust.

This dual challenge, a delay in funding coupled with a mismatch in the actual amounts provided, is forcing school leaders to make difficult financial decisions in an already pressurised environment.

A New Kind of Financial Pressure

These funding shortfalls mean schools will face increased outgoings from April, without corresponding income to cover it until halfway through the financial year and when the money does arrive, will it even cover the costs fully?

This is not just an issue for finance teams, it’s a strategic leadership concern. It places new pressure on reserves, intensifies the need for agile financial decision-making, and demands a clearer-than-ever picture of in-year budget performance.

It also underscores the importance of modernising financial management across the education sector. More than ever, schools need the ability to see where every pound is going in real time, to adjust forecasts quickly, and to respond proactively to unexpected pressures. The days of setting a budget in March and hoping it holds until next year are behind us.
