ESSER Money Is Gone, Enrollment Is Down: Why US School Districts Are Auditing Every Dollar

For the last few years, federal pandemic relief funding gave many US school districts room to breathe. That room has now run out.

Large districts across the country, from Florida to California, are making painful budget cuts driven by a combination of inflation, declining enrollment, rising healthcare costs, and the end of ESSER funding. Nearly 30 of the 50 largest school districts in the country have recently reported falling enrollment, which means less per-pupil funding at the exact moment costs are rising.

Missouri’s Department of Elementary and Secondary Education is reportedly short $190 million in revenue heading into the 2026-27 school year, and Broward County Public Schools in south Florida has cut roughly 1,000 positions after a 17% enrollment decline over the past decade.

Federal Funding Held Steady. That Was Never the Whole Picture.

It is worth being precise here, because the headlines can blur the two issues together. Congress ultimately maintained federal K-12 funding for fiscal year 2026 at close to the same levels as the year before, rejecting the steeper cuts that had originally been proposed.

But federal funding was never the only pressure on district budgets. ESSER, the temporary pandemic relief funding that many districts used to cover everything from staffing to technology, has expired. State and local revenue has not kept pace with the costs it was covering. Districts are left managing the same obligations with a smaller pool of money.

In this environment, finance and business offices are under pressure to justify spending in a way they were not a few years ago. A purchase order that would have been approved without much scrutiny in 2022 now gets a harder look, because there is no relief funding left to absorb a mistake.
